Brian Schweitzer is famous in large part for wanting to turn Montana's coal reserves into oil. It's hard to imagine a worse policy in a Greenhouse world. Maybe he'd change his tune once he's in Washington, but I'd be very scared if he got the nod. I think similar concerns apply to Hagel.
